THREE DEATHS REPORTED IN MOROBE FOLLOWING HEAVY RAINS THREE DEATHS REPORTED IN MOROBE FOLLOWING HEAVY RAINS
Three people have died as a result of torrential rain in Morobe Province, according to Lae's Metropolitan Commander, Superintendent James Luan. Superintendent Luan reported that one man attempting to cross the Yalu River was swept downstream by floodwaters. His body was later recovered after the river's levels subsided. In a separate incident, two men were killed in a landslide triggered by the overflow of a creek at Bumbi Settlement, Bumayong. The landslide buried them yesterday. Luan also noted that police are currently stationed at the Yalu Bridge, providing security to the traveling public and assisting contractors in creating a temporary bypass to maintain access. The police force is increasing manpower today to continue their operations. The Morobe Disaster Office and its stakeholders have yet to assess the full extent of the damages caused by the heavy rainfall in Lae city and other districts of Morobe since Thursday night.

HOMES DESTROYED, FAMILIES DISPLACED IN SEVERE FLOODING HOMES DESTROYED, FAMILIES DISPLACED IN SEVERE FLOODING
Heavy rains have devastated Buso Village in Morobe Province, destroying 25 homes and displacing numerous families. The flooding, which occurred on the night of August 23, has left the village in urgent need of assistance. The flooding was triggered by the overflow of the Buso River, also known as the Second Busu, which originates from the Musom Tale Mountains and flows through Wagang Village to the eastern coast of Morobe. The river, notorious for its strong currents, has a history of causing significant damage during heavy rains, including a major flood in1997 that devastated the village. Located about 2 kilometers from the river, Buso Village, which falls under the Labuta Local Level Government in the Nawaeb District, comprises approximately 50-70 households with more than 200 residents. The floodwaters destroyed homes, washed away essential gardens, and swept away livestock—crucial sources of food and income for the villagers. The village is now isolated, with traditional means of crossing the river, such as by car or swimming, no longer viable. Additionally, the main road leading to Bualu Village, Burum, and Finschhafen has been damaged, further complicating relief efforts. Residents are calling for immediate assistance from the Morobe Disaster Office and Nawaeb District authorities, urgently needing shelter, food, and medical supplies to support those affected by the disaster.

YALU BRIDGE CUT OFF BY FLOODING| LEAVING STRANDED TRAVELERS YALU BRIDGE CUT OFF BY FLOODING| LEAVING STRANDED TRAVELERS
The Yalu Bridge in the Wampar Rural LLG of Huon District, Morobe Province, was cut off following heavy flooding caused by a torrential downpour. The bridge, which lies along the Highlands Highway, is a crucial link for residents, villages, and the traveling public from the Highlands and Madang provinces. Willie Sebas, a local from Munum village who was at the scene, reported that the flooding washed away a section of the bridge, severing it from the road and leaving it impassable. As a result, vehicles and passengers attempting to access the bridge are stranded on both sides. This incident has significantly disrupted travel along the Highlands Highway, a vital route for many. In 2008, similar continuous rain led to extensive flooding that nearly caused the Yalu Bridge to collapse. Farms, gardens, and homes in Yalu were also washed away in that disaster. Efforts are expected to be made to address the situation and restore connectivity as soon as possible.

MOROBE PHA FACES SIGNIFICANT COSTS & CHALLENGE MOROBE PHA FACES SIGNIFICANT COSTS & CHALLENGE
Morobe Provincial Health Authority (PHA) Chief Executive Officer, Dr. Kipas Binga, has highlighted the significant operational challenges the PHA is facing in maintaining its healthcare facilities, particularly at Angau Hospital in Lae city, which became part of the PHA in 2019. Dr. Binga explained that the cost of running essential services, such as the central energy unit, has become increasingly burdensome. "To operate the generator for an hour, we use about 100 to 200 litres of fuel if the PHA power goes off," he said when stressing that the high fuel consumption has led to substantial expenses for the hospital. In addition to the energy costs, Dr. Binga emphasized the difficulty in maintaining the hospital's new and sophisticated facilities. "We don't have skilled people within the organization to service these facilities," he said. As a result, the PHA has had to outsource maintenance work to external service providers, further adding to the financial strain. The PHA is also dealing with a significant workforce shortage. Dr. Binga revealed that out of 1, 887 positions within the organization, 752 remain vacant. However, efforts are underway to address this issue, with plans to recruit 400 new staff members, 375 of whom will be brought on board shortly. "We are mindful of the facilities and will be conducting a restructure with the Department of Personnel Management (DPM) to get the necessary human resources to run Angau Hospital properly," he added. Dr. Binga stressed the importance of collaboration with district authorities and District Development Authorities (DDAs) as part of the PHA rollout concept. "It's a government directive, and we need the DDAs (District Development Authorities) to be on board with us. All agencies must collaborate to ensure that health services are effectively delivered at the district level," he said. Dr. Binga expressed his commitment to improving healthcare in Morobe Province, stating, "We need to change the indicators of our people. Our people deserve better."

YOUTH UNEMPLOYMENT CRISIS| A CALL TO ACTION YOUTH UNEMPLOYMENT CRISIS| A CALL TO ACTION
Wau-Waria MP Marsh Narewec says the critical issue of youth unemployment is a significant problem for Papua New Guinea. The local MP noted that it is especially troubling for the youth. Narewec pointed out that unemployment creates a disability in society. "If you can't find a job, you can't contribute to the economy," he explained, adding that despite having many potential workers, employment rates remain very low, contributing to the nation’s economic struggles. "We have 18,742 unemployed and unskilled youth between the ages of 15 and 35. This is the size of our problem, and we must find a solution.” He stressed the urgency of addressing this issue before the end of 2023, ahead of the upcoming elections. To combat youth unemployment, his district has initiated a youth empowerment program aimed at addressing the high unemployment rate in his electorate in Wau-Waria. Narewec highlighted that the high unemployment rate is compounded by the lack of skills among youths. Therefore, the district has created a number of training programs to help address the youth unemployment problem in the district. Narewec emphasized the importance of these training programs. "We have established training programs.” “These training programs are essential for equipping our youth with the skills they need to secure employment," he said. On Wednesday, the district witnessed 86 youths from the district graduate from the Kumul Training program in Lae after completing the drivers and operators’ skills training. Among the 86 youths, 85 were male and only one female. The graduates included twelve semi-trailer drivers, nineteen dump truck drivers, seventeen light motor vehicle drivers, seventeen bulldozer operators, twenty-five excavator operators, and six mobile crane operators. Narewec also emphasized the ongoing efforts of the Kumul Training program. "We must ensure it continues effectively.” “This training is vital for our youth, and we must see it through to completion.” Narewec's call to action underscores the pressing need to address youth unemployment and the critical role of training programs in providing young people with the skills necessary for employment.
