BOUGAINVILLE PARLIAMENTARY SERVICES ANNOUNCES DATES FOR KEY EVENTS
Following the announcement for the new date for the return of writs by the Bougainville Electoral Commissioner, from September 22nd to the August 6th, 2025, the Bougainville Parliamentary Services has now revised all dates for all parliamentary events that is to follow election.
Following the change to the date of the return of the writs, the revised dates for the main events are as follows:
• Swearing-in of Caretaker Bougainville Executive Council – Monday 6th October 2025 (immediately after the return of writs)
• Members Dedication Mass/Service – Thursday 9th October 2025
• Swearing in of all Members of the Fifth House of Representatives – Friday 10th October 2025
• Members Induction – Monday 13th to Friday 17th October 2025
• Parliament Meeting – Tuesday 28th October to Thursday 30th October 2025
• Ombudsman Commission Workshop – Thursday 30th to Friday 31st October 2025
• Committee Chairs and Deputy Chairs Induction – Monday 3rd to Wednesday 5th November 2025
• Members Constituency Executive officers’ induction – Thursday 6th November 2025
All these are the new revised and confirm dates for parliamentary events after return of writs.

OBEC AMENDEDS TIMELINE FOR RETURN OF THE WRITS
Today is the day for the return of the writs for the 2025 Bougainville General Elections, however, after careful consideration, the Office of Bougainville Electoral Commission (OBEC) has determined that there is insufficient time to return the writs by 22nd September 2025 as earlier anticipated.
At the moment all counting for the 2025 Bougainville General Elections are proceeding calmly, transparently and peacefully.
OBEC’s priority is the timely establishment of a new House of Representatives, and to achieve this, the scrutiny and counting of votes must be carried out with the highest standards of accuracy and transparency.
In line with Sections 146 and 147 of the Bougainville Elections Act, and under public notice, the Commissioner has responsibly decided it is necessary to extend the date for the Return of Writs until 6th October.
“OBEC is committed to ensuring the count is conducted in a transparent, peaceful, and calm environment, and remains grateful for the cooperation of candidates, scrutineers, observers, and the public,” said Electoral Commissioner, Mr. Desmond Tsianai.
After polling, ballot boxes were securely transported to the four counting centres, with police providing constant security.
“Due to logistical issues, counting began three days later than expected, on 12th September and continues to progress steadily.”
OBEC reaffirms its commitment to completing the counting process as quickly and transparently as possible.
The Commissioner extended his gratitude to OBEC electoral officials for their resilience, to candidates and scrutineers for their engagement, and to observers and media for their oversight.
“This has been a transparent and peaceful election process,” the Commissioner said.
"Together, with the patience and commitment of all involved, we will bring this election to a successful conclusion.”

BHUIYAN GROUP DONATES FOOD ITEMS TO INMATES FOR 50TH ANNIVERSARY
While the rest of the country celebrated the 50th Independence in freedom, inmates in correctional institutions around the country too held independence celebrations.
The Bomana Correctional Service (CS) institution outside Port Moresby city was no exception has they were blessed with donations of food and drink cartons by Bhuiyan Group of Companies to make their celebration a success.
The donations included cartons of frozen food and beverages, five cartons of chicken, six cartons of lamb flaps, 10 cartons of sausages, 10 cartons of soft drinks (24 packs each), and 50 cartons of bottled water.
Those food donations catered for the entire prison population, including warders and their families, as they join the rest of the nation in celebrating Independence Day on Tuesday.
Bomana Prison Minor Security Unit (MSU) Officer-in-Charge, Senior Inspector Joe Yamason, received the donation from Bhuiyan Group of Companies Chief Executive Officer (CEO) Gius Uddin Bhuiyan and his team, acknowledging the company’s continued support and contribution on many occasions, thanking them for putting smiles on the faces of the prisoners.
Snr Insp Yamason emphasized that the company has no formal ties with the Correctional Service but continues to provide heartfelt support.
“They are not our service providers, and the government does not fund them, however they are outsiders who came with good hearts to support us with this donation of food, knowing that its Independence Day,” Snr Insp Yamason said.
CEO Gius Uddin Bhuiyan, a long-time resident of Port Moresby for the past 23 years, said Papua New Guinea is like home to him. He added that his business has supported communities over the years and will continue to do so.
Mr. Bhuiyan also confirmed that Bhuiyan Group employs more than 400 Papua New Guineans across the country.
Team member John Bria, who assisted with the presentation, stated that all businesses operating in the country should have community obligations.
“Companies should give back to communities rather than just operating for profit without contributing.”
“The government should not allow outsiders to come into the country, make profits, and leave without giving back,” Mr. Bria said.
CIS Senior Inspector Yamason confirmed that Bomana currently houses more than 700 prisoners, with 400 convicted and the remainder on remand.
“The prison population includes 60 women, 32 juveniles, and the rest in both the high-security and minimum-security units.”

TWO DECLARATIONS MADE TODAY FOR NORTH BOUGAINVILLE
At exactly around 4pm this afternoon, Mr. Didymus Kisso Napto was officially declared the Member-elect for Nissan Constituency, successfully retaining his seat.
He was declared by the North Regional Returning Officer Mr. Gary Kenehe.
Mr. Napto secured victory after the second exclusion, polling a total of 1,758 votes, surpassing the absolute majority of 1,715.
The exclusion of Candidate Ephrem Samuel saw 364 votes distributed, with Julian Tombola Lamasam (1,047) and John Paul Toll (623) following behind.
The formal declaration confirms Mr. Napto’s return to Parliament as the incumbent, reaffirming the people’s confidence in his leadership.
Also, in North Bougainville earlier today Mr. David Braun Vatavi was declared the Member-elect for Taonita Tinputz Constituency.
Vatavi was declared after the 12th exclusion, which saw sitting member Morris Opeti eliminated with 985 votes.
Mr. Vatavi secured a final progressive total of 1,784 votes, surpassing the absolute majority of 1,601, ahead of Dyson Kaetavara who finished with 1,416 votes.
The people of Taonita Tinputz Constituency now have a new leader.

MORESBY NORTHEAST DELIVERS BIGGEST 50 YEARS ANNIVERSARY CELEBRATIONS
The Moresby North- East District in the Nation's Capital delivered the biggest number of shows to mark the 50th Independence Anniversary of Papua New Guinea.
In Moresby North-East District alone, a total of 21 shows and events were hosted including Independence sports competition in all the wards in the district.
The Independence Celebration program in the district started off on the 12th of September and wrapped up yesterday, Wednesday 17th September with the last show at Bushwara.
Speaking during the report submission meet yesterday at Manuti, Member for Moresby North-East John Kaupa congratulated all the 21 Chairmen for organizing and successfully hosting the 21 Independence Shows respectively.
“I am very proud of the outcome, your Show Chairmen have done tremendous job, and I look forward to working with you all come next year Independence.”
Mr. Kaupa highlighted that it is not good for one to travel far to celebrate independence when the show can be brought to the people, to where they live, where they are known, amongst people and place they are familiar with because safety and security is paramount.
“I want to congratulate the people of Moresby North- East for taking ownership, for celebrating peacefully and for showing the true spirit of unity.”
Mr. Kaupa highlighted that the National Government has allocated K2million and the North-East District Office has allocated another K1million, so a total of K3million was budgeted for the Independence show for the people of Moresby North-East.
“The money was allocated for the people, it’s the people’s money, therefore, it is the right thing to do to get everyone involved in the celebrations so that they too can at list benefit from the K3million.”
Furthermore, Mr. Kaupa highlighted that from the K3million, he had also given funds to schools and institution within the district so that they too could feel part of the big district family.
“All primary schools within the district were given K5,000, all secondary schools in the district were given K10,000 each, all tertiary institutions within the district were given K20,000 each and the Bomana Prison was also given K20,000, these fundings were given to assist in the 50th Independence celebrations.”
“My focus now is to look at all the show reports submitted back to the office by the Show Chairmen and I will sit down with my board and we will make budget breakups and fix payments according to the size of each shows, and we will not go wrong as we have officers visiting each show, and I as your member too, I have visited yours shows so you will be paid accordingly.”
Mr. Kapua reiterated that all who have taken part, in traditional bilas, sing-sing, traditional dance, creative dance, sports and all other activities that were part of the show will be paid an incentive as token of appreciation for their participation in the districts 21 shows for the 50th Independence Anniversary.
“I want to also thank the two police commanders, Inspector Henry Map from 7mile Police station as well as Inspector Leonard Wai from our new 9 mile Police Station and their officers including our good soldiers from Kiki Barracks here at ATW for providing security in the district, thus, the outcome was a trouble free and happy celebrations in the district.”

PRINCE EDWARD WITNESS 50TH FLAG LOWERING CEREMONY
To mark an end to official visits, programs and celebrations for the 50th Independence Anniversary in Papua New Guinea (PNG), a flag lowering ceremony was conducted at the Sir Hubert Murray Stadium at Konedobu in Port Moresby on Tuesday September 16, 2025.
Fifty years ago, Sir Hubert Murray stadium was the venue the Australian flag was lowered and fifty years later the PNG flag was lowered, folded and handed over to the Duke of Edinburgh, Prince Edward to mark the closing of the official golden celebrations and to also signify the start of a journey for another fifty years for the people of PNG.
Speaking during the occasion was Governor General Grand Chief Sir Bob Dadae who thanked the Monarchy and his Royal Highness Duke of Edinburgh for gracing the people of PNG with his presence.
Sir Bob stated that PNG has grown and evolved despite challenges, as a nation of culture. With 800 languages and unique tradition, PNG has stood together, united as one nation and one country.
Sir Bob highlighted that on 16th September 1975, it was a proud moment for PNG, under the stewardship of late Grand Chief Sir Micheal Somare PNG came to be.
“His Majesty King Charles, who was then Prince, was present here at this very stadium to witness the birth of this country.”
“He showed constitutional monarchy as our system of government to be part of the commonwealth, as a realm of nation and Queen Elizabeth was our head of state.”
In addition, Sir Bob reiterated that PNG is thrilled to have his Royal Highness officiate the special occasion and that PNG will continue close relationship with our Head of State under His Majestic Reign.
“PNG is grateful for the Monarchy’s contribution to the development of PNG.”
“Your Royal Highness we are immensely proud and honored that you are here with us and that may you take with you, fond memories of PNG in which we welcome you to visit us again."
Meanwhile, Sir Bob added that PNG is overwhelmed with joy, pride and deeper appreciation of the association to the monarchy and the presence of the Royal Highness Duke of Edinburgh which signifies the important connection.
“If I may convey through your royal highness on behalf of the people of PNG and the government, our profound gratitude to his majestic King Charles 3rd.”
Sir Bob also added that he is proud of the people of PNG and the journey the people of this country have all forged together in the last fifty years.
“PNG will continue to grow stronger, thus reaffirming its commitment to be a country that is friend to all and enemy to none.”

ABG TO IMPOSE TOUGHER CONTROLS ON FRAUDULENT CLAIMS
The Autonomous Bougainville Government (ABG) has put a firm stand against false and fraudulent claims lodged with the Department of Finance and Treasury.
Effective immediately, the ABG will enforce strict compliance mechanisms, rigorous verification processes, and swift disciplinary or legal action against anyone who attempts to manipulate or undermine government accountability systems.
Chief Secretary and Head of Bougainville Public Service Mr. Kearnneth Nanei, emphasized that these measures are essential to protect scarce public resources, uphold transparency and accountability, and restore public confidence in government financial management.
“The government will not tolerate fraudulent claims or intimidation tactics that compromise accountability and due process of ABG.”
This follows a constructive meeting between the ABG, Ieta Chiefs, and peace claimants to address grievances surrounding halted peace and reconciliation payments, which had previously prompted threats against Finance and Treasury staff.
Meanwhile, Secretary Stephanie Elizah, responsible for peace and reconciliation activities, expressed strong disappointment at being bypassed and not consulted, revealing that her signature had been forged on official documents to endorse claims she had not approved.
She stated how extremely unhappy she was when not consulted, and even more alarmed that her signature was falsified to validate questionable claims.
“This is fraud, plain and simple, and it compromises both accountability and the credibility of our peace process.”
Through open dialogue, the ABG and Ieta Chiefs agreed that all outstanding peace claims will undergo a comprehensive compliance review following the 2025 ABG General Elections.
The Department of Bougainville Independence Mission Implementation (DIMI), under Secretary Ms. Elizah, will engage directly with the 24 identified claimants to verify documents, disqualify fraudulent claims, and refer serious breaches for possible criminal prosecution.
On the other hand, Caretaker Secretary for Finance and Treasury, Ms. Petrina Hasunn, reaffirmed her department’s commitment to integrity and accountability, acknowledging previous weaknesses in verification and pledging closer coordination with other departments and community leaders to prevent abuse.
The Ieta Chiefs pledged full support for due process, emphasizing their role in guiding youths and addressing community grievances.
Chief Francis Kelele urged Ieta youths to refrain from forgery, threats, and intimidation, instead pursuing claims through proper ABG channels.
Moreover, Chief Secretary Nanei confirmed that no further payments will be processed until the new ABG government is sworn in and the Bougainville Executive Council (BEC) is legally constituted to authorize disbursements.
“Disruptions to government operations and security threats will not be tolerated, and stronger measures are being put in place to prevent intimidation as a tactic to press claims.”
Additionally, Nanei condemned reports of public servants leaking confidential financial information to unauthorized individuals, describing it as a serious breach of trust and a violation of the principles of confidentiality and integrity expected of all members of the Bougainville Public Service.
Departmental Heads have been directed to immediately remind staff of their obligations under the Public Service Act, relevant General Orders, and the Finance Management Act.
“Officers found colluding with claimants, unlawfully disclosing information, or undermining due process will face strict disciplinary and legal consequences.”
The ABG and Ieta leadership reaffirmed their commitment to peace, cooperation, and long-term development.
Both parties agreed to revisit and progress the 2006 Memorandum of Understanding (MoU) on Buka urban development and support the creation of an Interim Urban Development Committee.
This committee, comprising ABG officials, Ieta Chiefs, community representatives, and stakeholders, will oversee land administration and urban development projects in Buka Town.
Furthermore, Chief of Bougainville Police, Commissioner Francis Tokura, who formally closed the meeting, commended the patience and maturity shown by the Ieta Chiefs and claimants in choosing dialogue over confrontation.
“Together, we must remain committed to peace, uphold law and order, and advance a shared vision for good governance and responsible development in Bougainville.”

ONE NEWLY ELECT & TWO RETAIN SEATS IN AROB ELECTION
Mr. Lucas Bierepi has made history as the first Member-elect for the newly created Kereaka Constituency in the west coast of North Bougainville.
Mr. Bierepi was declared following the third exclusion of candidate Daniel Tokapip, which saw 458 votes distributed. At the conclusion of counting, Mr. Bierepi secured a total of 976 votes, surpassing the absolute majority of 804 votes.
Runner-up Charles Kakapetai finished with 631 votes.
This declaration confirms Mr. Bierepi’s election to the Fifth Bougainville House of Representatives as the first ever duly elected Member for Kereaka Constituency.
Also still in North Bougainville, Ezekiel Masatt (Box 13) has been re-elected as the Member for Tonsu Constituency.
Masatt secured a total of 1,599 votes, surpassing the absolute majority requirement of 1,456 votes after the fifth exclusion.
In the meantime, Mr. Fabian Epota Saleu has retained his seat as the duly elected Member for Torokina Constituency.
Mr. Epota Saleu was formally declared yesterday morning at the Mamaro Count Centre following the 8th elimination of candidate Charles Katama.
At the conclusion of counting, Mr. Epota Saleu secured 1,271 votes, surpassing the absolute majority of 1,062 votes, while runner-up Michael Piriri finished with 851 votes.

TWO DECLARATIONS FOR RAU & BOLAVE CONSTITUENCY
With all counting for all constituencies winding down, Rau Constituency for Central Bougainville has made a declaration for Mr. Jason Baranangko.
Mr. Baranangko has retained his seat after exceeding the absolute majority of 1,569 and polled a total of 1,794 votes ahead of his opponent in the 15 exclusions.
Baranangko is the first candidate to be declared for Central Bougainville.
In the meantime, South Bougainville has recorded its second declaration in the 2025 Bougainville General Election, with Justin Bonai officially declared as the new Member for Bolave Constituency.
Mr. Bonai was declared at 2:50am (BST) yesterday morning following the third exclusion, polling 2,911 votes, surpassing the absolute majority of 2,549.
He unseats the incumbent Dennis Lokonai, who served as Minister for Health in the Fourth Toroama–Nisira Government.

FAREA & ATS INDEPENDENCE SHOW A SUCCESS
The Moresby North- East electorate held mini-independence shows within the various suburbs in the lead up to the 50th Independence Anniversary celebrations.
From 6 Mile to 5 Mile, Erima, Wildlife, ATS, Farea, 8 Mile, 9 Mile, Bomana, Kinakon, and Laloki area, all were assigned different days to host celebrations from the 12th of September to today,16th September.
Yesterday saw a number of celebrations with traditional sing-sing groups, creative dance, live bands, a greasy pole competition and more.
In the Bush Wara Farea show, residents from Farea, Tri kona, Saiwara and Bush wara and the neighbouring communities all came together to participate in the show.
Farea Shoe Chairman Mr. Rex Tapo highlighted that about 60 different provincial groups submitted their names and took part in the celebrations, he also stated that the show featured a local band to entertain the crowd. The show was a very peaceful one.
“Most Independence celebrations we often struggle with PMV just to go into town and witness or take part in Independence celebrations; however, for this year we are thankful for our local member Mr. John Kaupa for bringing the show to us, at our homes where it's safe.”
Also, in ATS second block, a mini show was hosted, bringing the whole of ATS together, an estimated almost 5, 000 people turned up for the show.
Mr. William Baudo, Chairman for ATS show, highlighted that despite been the very first time for such big event to happen in their community, it was an excellent turn out and a very peaceful celebration.
“Thank you to our soldiers from the Kiki Barracks (ATW) for providing security, who work alongside our youths. The program was a success and safe one”.
“It was an excellent show despite having 90 plus groups on the list to perform, seeing kids taking the lead in most acts is so heartwarming, a sight to behold that yes, we are proud of our country.”
Some of these mini shows will continue today 16th September in the district.

MANHUNT FOR SHOOTER CONTINUES AFTER CHARLIE KIRK KILLED IN POLITICAL ASSASSINATION
Charlie Kirk, the founder of the conservative youth activist organization Turning Point USA, has died after he was shot during an event at Utah Valley University on Wednesday, President Donald Trump said.
"The Great, and even Legendary, Charlie Kirk, is dead," Trump said on social media. "No one understood or had the Heart of the Youth in the United States of America better than Charlie. He was loved and admired by ALL, especially me, and now, he is no longer with us. Melania and my Sympathies go out to his beautiful wife Erika, and family. Charlie, we love you!"
Utah Gov. Spencer Cox called the fatal shooting a "political assassination."
The manhunt for the suspected shooter is still underway, and the investigation is still ongoing, according to FBI Director Kash Patel.
The Utah Department of Public of Safety said in an update Wednesday night that two people were initially taken into custody after the shooting but later released.
The first was released and later charged with obstruction by university police. The second person was taken into custody and released after an "interrogation" by law enforcement, the department said.
Utah authorities said "there are no current ties to the shooting with either of these individuals."
The FBI said it is working alongside state and local law enforcement to "to fully investigate and seek justice in the fatal shooting of Charlie Kirk" and asked for tips from the public, urging anyone with information, photos and video from the incident to share it with investigators.
A single shot was fired on Utah Valley University's Orem campus toward Kirk, a visiting speaker, shortly after noon, the school said.
"He was hit and taken from the location by his security," the university said.
Kirk, 31, was taken to a hospital after being shot, according to Turning Point USA, which said, "with a heavy heart that we confirm that Charles James Kirk has been murdered by a gun shot" during the campus event.
"We ask that everyone keep his family and loved ones in your prayers," the organization said.
Utah Department of Public Safety Commissioner Beau Mason called the shooting a "targeted attack," and said the scene is a "very large area."
Mason said the "only information" they have on the possible shooter was taken from CCTV on campus, and that the person was dressed in all dark clothing. The shot was fired on campus from a "longer distance," potentially from a roof, he said.
There is no evidence that anyone else was involved, according to authorities.
Salt Lake City FBI Special Agent in Charge Robert Bohls said the investigation is in the early stages.
"We are following all the leads and all the evidence," he said during the press briefing on Wednesday.

SCHOOLS URGED TO GROUND SCHOOL VEHICLES DURING INDEPENDENCE CELEBRATIONS
All school vehicles are to be grounded in the school area during the Third Term Holidays from the 8th of September to the 19th of September, this is the advice from the Acting Simbu Provincial Education Advisor Mr. Kutna Bepwick.
Mr. Bepwick in a circular released highlighted that with many events happenings around the province during this 50th pre- and post-independence celebrations there could be disorderly conducts too which will pose risks and danger on government vehicles and schools may become victims if school vehicles are attacked.
Furthermore, school vehicles are intended only for school runs and not personal runs, thus, no personal or family runs will be entertained during the celebration period.
“All school vehicles are to be grounded, until after 19th September”, said Mr. Bepwick.
“Any vehicle seen driven will be impounded by the police and the concerned school head will be charged accordingly.”
