PUBLIC TRANSPORT FARES EXPECTED TO INCREASE IN 2026
The people are expected to see the public transport fares increase next year (2026) driven by the high cost of operation for maintaining the public transport system.According to the Independent Consumer and Competitions Commission (ICCC), its Draft Report for the 2025 Public Motor Vehicle (PMV) and Taxi Fare Reviews, shows that operation costs for PMVs have increased by more than 60% in the last five years since 2019 while for taxis, it has increased by more than 40% during the same time, with the major cost component for operating PMVs and taxis being fuel cost.
Acting Chief Executive Officer (CEO) and Associate Commissioner (Resident), Mr. Jack Timi said the draft report contains the ICCC’s preliminary findings and draft determinations for setting the PMV and taxi fares for the next regulatory period (2026-2030).
“Most importantly, the draft report contains the proposed PMV and taxi fares that will be applied starting 1st January 2026,” Mr. Timi said.
Based on its key findings, the ICCC has proposed that;
• PMV fares will be increased by 60%, however, that increase will be implemented in phases by 20% annually for the first three years of the five-year regulatory period.
• Taxi fares will be increased by 40% and implemented in phases by 16%, 14% and 10% for the first three years of the five-year regulatory period.
• In addition to this upfront increase, fares will be subject to annual adjustments linked to changes in fuel prices and the Underlying Consumer Price Index (CPI). The ICCC has proposed that a 60% weighting in the adjustment formulae will be allocated to fuel reflecting its dominant share in operator costs, particularly PMVs, while the CPI component will represent 40% of the adjusted fares, capturing broader cost drivers.
In the meantime, Mr. Timi is urging all PMV and taxi owners, operators, PMV Associations, commuters, Government agencies and the general public to provide their written comments and submissions on ICCC’s Draft Determinations.
All the comments and submissions provided will assist the ICCC to complete the review process and release a Final Report before the end of this year, containing the Final Determinations. The new base fares for PMV and Taxi services will apply from 1st January 2026 and adjusted over the next five years

PM MARAPE COMMENDS SEPIK LEADERS FOR UNITY ON FRIEDA RIVER PROJECT
Prime Minister James Marape has commended leaders from West Sepik and East Sepik provinces for their united commitment to advancing the Frieda River Copper-Gold Project.Prime Minister Marape said the leaders’ collective position reflects maturity, unity, and a shared vision for responsible resource development that balances economic opportunity with environmental protection.
“I commend the provincial leaders for their joint decision to progress the Frieda River Project,” Prime Minister Marape said.
“My government will facilitate the process responsibly and transparently, ensuring that all approvals meet the highest legal, environmental, and community standards.”
He reaffirmed that the Government remains fully committed to protecting the environment while moving the project forward.
Marape assured the people of Sepik that the Frieda River will be developed to the highest environmental management standards and that the government will not allow any mining activity to harm the Sepik River, which is the lifeline of the region.
“This commitment is also personal to me, as my wife’s family comes from the Sepik River and Chambri Lakes area, we will protect the river while ensuring responsible economic development.”
Prime Minister Marape described the Frieda River Project as one of three major mines anchoring Papua New Guinea’s northern resource corridor alongside Porgera and Ok Tedi and a key driver of the Government’s plan to responsibly unlock the country’s resource potential.
He has directed the Department of Mining to provide a full overview of all major resource projects in the region, including Mount Kare and Kili Teke, to remove non-genuine investors and resolve outstanding legal issues that have hindered progress.
“We want credible investors who are ready to responsibly develop our resources,” Prime Minister Marape said.
“Now that the Sepik leaders are united on Frieda, the Government will ensure the project is advanced properly and in full compliance with national standards.”
Prime Minister Marape also acknowledged West Sepik Governor Tony Wouwou, Public Service Minister and Nuku MP Joe Sungi, Works and Highways Minister and Telefomin MP Solan Mirisim, and Culture and Tourism Minister and Vanimo-Green River MP Belden Namah, as well as other leaders from West and East Sepik, for their maturity, leadership, and cooperation in progressing the Frieda River Project.

PNG KUMULS MAKE HISTORY WITH THIRD STRAIGHT PACIFIC BOWL WIN
Prime Minister James Marape has congratulated the Papua New Guinea Kumuls on their impressive 50 to 18 wins over Fiji, securing their third consecutive Pacific Bowl title at the Santos National Football Stadium in Port Moresby.
“This is more than a win in sport, it shows the strength of our nation: bold, united, and world-class,” Prime Minister Marape said. “Our Kumuls gave a performance that makes every Papua New Guinean proud.”
The Kumuls started the match strong, scoring the first five tries and taking a 30 to 0 lead by halftime. Second-rower Rhyse Martin had a standout game, scoring a try himself and converting all nine goal attempts, finishing with 22 points.
Prime Minister Marape praised the team’s depth and teamwork. “Eight different players scored tries, this shows the talent we have in our squad and why the future of rugby league in Papua New Guinea is very bright.”
He also acknowledged the visiting Fiji Bati for their strong play. “Playing against tough teams makes us better. Congratulations to Fiji for a good match and for helping strengthen rugby in the Pacific.”
The Prime Minister highlighted the broader meaning of the win. “As we celebrate PNG at 50, this victory reflects our nation’s journey, building strength from within, inspiring young people, and showing our presence to the world.”
He reaffirmed the Government’s support for rugby league, from grassroots programs to top-level competition. “We are committed to giving our players, coaches, and officials the resources they need to succeed. This win is a milestone, and even bigger milestones are ahead.”
Prime Minister Marape also gave special praise to Head Coach Jason Demetriou and the Kumuls coaching team. “Coach Demetriou has created a disciplined and fearless team that all Papua New Guineans can cheer for. Congratulations to him and the coaching staff on this achievement.”
He concluded: “To the Kumuls, the fans, families, coaches, and officials, you all played a part in this historic moment. Well done, and may this be the first of many wins to come.”

PM COMMENDS BSP’S EXCELLENT PERFORMANCE
The BSP Financial Group Limited has delivered another strong financial performance in its Third Quarter 2025 Trading Update and receiving commendation from Prime Minister James Marape.
The prime minister described the bank’s performance as a clear sign of investor confidence, economic resilience, and the strength of Papua New Guinea’s banking sector.
BSP announced unaudited net profit after tax of K284 million, representing a 22% increase on the same period last year. Total revenue reached K860 million, up 15%, driven by growth across foreign exchange, fee income, and lending, underpinned by strong credit quality and disciplined financial management.
Prime Minister Marape said BSP’s results reaffirm that Papua New Guinea’s financial system remains stable and robust, even amid global challenges.
“BSP’s strong results are a testament to the resilience of our people, our businesses, and the confidence of investors in the Papua New Guinea economy,” Prime Minister Marape said.

TWO DEAD IN CONFRONTATION WITH POLICE IN MADANG
Two men were shot dead at Naru village along the Bruce Jeffcott Highway in Madang after a violent clash between police and armed villagers on Thursday afternoon.
According to the Madang National Criminal Intelligence and Transnational Crime Unit, the incident started when a truck carrying tinned fish from Lae to Madang broke down near Naru. Some villagers reportedly looted the container and removed the goods before police arrived.
Madang Provincial Police Commander, Superintendent Robert Baim, said his officers were attacked when they went to protect the driver and recover the stolen items.
“When our team arrived, they were met with armed resistance. The group used homemade guns, wires, spears, and other weapons to attack the officers,” he said.
Superintendent Baim warned that anyone using illegal weapons or blocking public roads will face the full force of the law.
“Law is there to safeguard everyone. If you go against it, law will go against you with full authority,” he said.
He also called on local MPs to support the police with logistics to prevent or stop such incidents from happening.
“We are down with resources and need at least one vehicle to do full-time patrol along the highway,” he said.
The clash lasted about an hour before reinforcements arrived. The two men were confirmed dead at the scene and their bodies taken to Modilon General Hospital for formalities.
Police have launched an investigation into the incident.

BOUGAINVILLE RETAINS TOP COCOA PRODUCER STATUS
President of the Autonomous Region of Bougainville, Ishmael Toroama, has commended Bougainville’s cocoa farmers for their hard work and resilience, which has reinforced the region’s position as the country’s top cocoa producer.
President Toroama made this statement at the Bougainville Chocolate Festival held this week in Buka.
“Today, Bougainville stands proud as the largest cocoa producer in Papua New Guinea – a title that we held strongly before the conflict and now our farmers have retained that title, demonstrating our commitment to productivity and quality in this industry.”
President Toroama highlighted the significant economic impact of the sector, noting that in 2024 alone, Bougainville cocoa farmers earned more than K500 million — a record injection into our local economy.
“It was a result of the resilience and hard work of our people, supported by the vision of successive governments that recognized the potential of cocoa to transform our economy.”
President Toroama further emphasized that Bougainville’s political independence must be matched by economic independence, outlining two priority goals under his government’s 100-Day Plan.
“First, the reclaiming and redevelopment of plantations, so that our land once again becomes productive under Bougainvillean ownership; and second was the establishment of a Bougainville Export Company to take charge of exporting our own commodities, including cocoa, directly to international markets.”
President Toroama also acknowledged BACRA’s achievements stating that notable progress is being made in terms of market access with the successful completion of barcoding of our first products including the Bougainville chocolate brand, the cocoa powder and the cocoa butter.
“These products are gradually moving into the domestic markets and reaching into Australia, New Zealand, England and other Pacific Island countries.”
“These are not small achievements — they represent our ability to add value, to create jobs, and to build wealth from our own resources.”
“We will no longer remain just producers of raw materials. We will become manufacturers, exporters, and brand owners of Bougainville’s products,” he added, signaling the government’s commitment to value addition across the cocoa industry.
He further praised local entrepreneurs, cooperatives, and private companies highlighting that they are the pioneers of a new Bougainville economy — one based on creativity, discipline, and enterprise.
President Toroama encouraged farmers to remain focused on quality and sustainability: “We must not only produce more but we must produce better – our cocoa must meet the highest global standards of quality and sustainability.”
President Toroama acknowledged the support of the ABG Department of Primary Industry, along with Australia and New Zealand, for their ongoing contribution to the festival and called on development partners to support the sector further.
“As Bougainville’s cocoa continues to gain international recognition as a quality cocoa producing region, I call on your support to this industry, by helping us to build the economic enablers that support it — roads, wharves, power, and market access.”
“My government will continue to invest in innovation and knowledge sharing to empower our people – especially our youth to see agriculture as a path to success and prosperity.”

BOUGAINVILLE ISSUES FIRST COCOA EXPORT LICENCES UNDER BACRA
The Autonomous Region of Bougainville has made significant progress towards localizing its cocoa exports, with the first three export licences officially issued under the Bougainville Agriculture Commodities Regulatory Authority (BACRA) during the 8th Bougainville Chocolate Festival in Buka this week.
The licences were presented to SANKAMAP EXPORTS LTD, ELLIVEN, and BOSSI, a female cooperative group from Central Bougainville thus marking the start of Bougainville’s efforts to take full control of its cocoa export industry.
Speaking at the Festival’s opening was the Chief Secretary of the Autonomous Bougainville Government (ABG), Kearnneth Nanei, who acknowledged the efforts of BACRA and the ABG Department of Primary Industry to localize control and governance of Bougainville’s commodity sectors.
He said these developments represent Bougainville’s determination to take charge of its economic destiny, encouraging farmers and cooperatives to engage with BACRA to learn about export compliance and market requirements.
“This Festival is more than a celebration of cocoa; it is a reflection of how far we have come as a people from recovery to resilience, and from resilience to economic transformation.”
“It tells the story of farmers who refused to give up, of cooperatives that innovated, and of institutions that are now taking bold steps to restore Bougainville’s rightful place as a leader in the cocoa world.”
Highlighting President Ishmael Toroama’s 2025 Inaugural Address and 100-Day Plan, the Chief Secretary said the Administration is focused on rebuilding Bougainville’s economy on the foundations of independence, productivity, and partnership.
“We as the Administration face a significant task ahead in translating this vision into action, hence, with your support, we will unpack and operationalize the President’s priorities into key work streams that will guide the implementation of the 2025–2030 Development Agenda.”
He also urged development partners to align their support toward expanding global market access for Bougainville cocoa.
“This is where real and lasting development happens, not just through projects but through enabling Bougainville’s producers to compete and succeed globally.”
The Chief Secretary called for the Bougainville Chocolate Festival to evolve beyond exhibitions and competitions, positioning it as a practical platform for trade and partnership.
“It must be a catalyst for trade, partnership, and market access, where farmers return home not only with prizes and awards, but with tangible opportunities for contracts, business partnerships, and export linkages.”
“As we move forward, let this Festival remind us that public service excellence, productive partnerships, and people-centred innovation are the anchors of Bougainville’s journey toward sovereignty.”
“The road to independence is not only political, but also economic, institutional, and generational,” he said.

PROVINCIAL DISASTER COORDINATORS ATTEND CONSULTATION WORKSHOP
In a significant step toward enhancing national resilience, senior government officials, Provincial Administrators, and Provincial Disaster Coordinators from across Papua New Guinea convened in Port Moresby for a one-day National Consultation Workshop on the Review of the Disaster and Emergency Response Mechanism.
The workshop, organized and led by a government-mandated Review Committee, brought together provincial stakeholders to contribute to the Government’s ongoing efforts to strengthen the national disaster management framework. This initiative reflects Papua New Guinea’s commitment to building a more coordinated, responsive, and future-ready disaster governance system.
In his opening remarks, Mr. Laso Mana, Acting Director of the National Disaster Centre, acknowledged the dedication of participants and the enduring support of development partners:
“We are now facing increasingly complex and frequent disasters — from earthquakes, floods, and landslides, to droughts, cyclones, and health emergencies. These challenges demand a legislative and policy framework that is modern, inclusive, and responsive to emerging risks, while empowering our provinces and districts to act swiftly and effectively."
“Thank you to everyone present today for your continued efforts to protect the lives and livelihoods of communities, and I also extend my appreciation to our partners and donors — including the Governments of New Zealand, Australia, and the United States — for their steadfast support.”
The workshop focused on reviewing the current disaster and emergency response mechanism, assessing institutional roles, and identifying opportunities to improve coordination, resource allocation, and legal frameworks. Participants also took part in thematic discussions focused on risk reduction, readiness, response, and recovery.
Interactive sessions and group discussions enabled provincial stakeholders to share local experiences and propose actionable recommendations to enhance disaster governance and operational readiness at all levels.
Mr. Ray Paul, Chairman of the Review Committee, emphasized the importance of collaborative dialogue: “We began this consultation process with various groups of partners and stakeholders, and one thing we all agreed on was the importance of collaboration. Bringing everyone together allows us to have a rich exchange of ideas and insights.”
“I want to thank all our partners, donors, and our dedicated national and provincial disaster management teams, as well as the International Organization for Migration (IOM), for their continued support.”
The International Organization for Migration (IOM) has been working in close partnership with the National Disaster Centre and Provincial Disaster Centres across Papua New Guinea to strengthen disaster preparedness, mitigation, response, and recovery systems. Through technical support, capacity building, and community engagement, IOM has played a key role in advancing the country’s disaster risk management initiatives.
Mr. David Arnold, IOM Chief of Mission, reaffirmed IOM’s long-standing commitment to supporting the Government of Papua New Guinea: “This workshop marks a critical step in strengthening Papua New Guinea’s disaster management system. Preparedness must begin at the community level and be supported by strong national coordination.”
“IOM remains committed to working hand-in-hand with the Government, communities, and partners to build a disaster response framework that is resilient, collaborative, and future-ready — one that protects every Papua New Guinean.”
Findings and recommendations from this national consultation will inform the Review Committee’s final report and guide the ongoing review of Papua New Guinea’s national disaster management policy and legislative framework, with the aim of strengthening disaster risk management across the country.
The Review Committee will continue engaging with stakeholders and partners to promote evidence-based policymaking and collaborative disaster governance that enhances national resilience.
The workshop was funded by the United States Government under the IOM-led project in the hope to address the Drivers and Consequences of Disaster Displacement through Enhancing Resilience in Papua New Guinea.

CONSULTATION ON THE ESTABLISHMENT OF THE MOTU KOITA ELECTORATE UNDERWAY
The Department of Provincial and Local Level Government Affairs (DPLGA) has commenced consultations this week on the establishment of the new Motu Koita Open Electorate, which is set to be operational in the 2027 National General Elections.
The consultation process, led by the Legal Division of DPLGA, aims to gather views, insights and recommendations from the Motu Koitabu communities and key stakeholders on how best their representative to the National Parliament should be elected.
The team has begun engaging with community leaders, elders and relevant stakeholders to obtain feedback on how the new electorate should function politically, administratively, financially and legislatively.
This consultative approach ensures that the Motu Koita Open Electorate is established on a strong legal and governance foundation that reflects the aspirations of the Motu Koita people while remaining consistent with national laws and administrative frameworks.
The Motu Koita Open Electorate was approved by Parliament in 2021, following recommendations from the Electoral Boundaries Commission (EBC) Report.
The creation of this new electorate acknowledges the unique historical and cultural circumstances of the indigenous Motu Koitabu people — the traditional landowners of the Nation’s Capital.
While 13 new districts were approved in 2021, six have already elected their representatives to Parliament. The Motu Koita Open Electorate, however, is scheduled to become operational in 2027, allowing sufficient time to establish the necessary governance systems and frameworks for a smooth and effective transition.
As part of the ongoing consultations, DPLGA officials conducted meetings on Wednesday, 29 October 2025 in Vabukori, Korobesea and Mahuru villages.
The team visited Pari, Taurama and Kirakira on Thursday, 30 October, followed by Tatana and Baruni on Friday.
Consultations will continue next week in Poreporena Laurabada and Poreporena Lahara, followed by Elevala Lahara and Elevala Mirigini on Tuesday as well as with the Motu Koita Assembly and National Capital District authorities.
Community leaders and stakeholders have expressed strong appreciation to the National Government for recognizing the Motu Koitabu people’s long-standing call for representation in Parliament.
“This is our land — our ancestors lived here long before the city was built. For too long, we have been overlooked. Now, our voices will finally be heard and our prayers answered,” Korobesea Councillor Bonnie Cardigan said.
Many leaders highlighted that the Motu Koitabu people have been marginalized in their own land, often missing out on essential infrastructure and services such as roads, water supply and other basic amenities.
The establishment of the new electorate is therefore seen as a historic milestone toward ensuring fair representation and equitable development for the indigenous landowners of Port Moresby.
This initial consultation marks the first phase of a wider engagement process that will continue into next year.
Upon completion, the findings and recommendations will be compiled into a report to be presented to the Minister for Provincial and Local Level Government Affairs, for tabling in Parliament in 2026.

MORE FOREIGN NATIONALS DEPORTED OUT OF PNG
Forty-six Chinese nationals have been deported from Lae after they were arrested in a joint immigration and police operation in Wau-Bulolo. They were flown to Port Moresby last night for processing and deportation.
Lae Metropolitan Commander Chief Superintendent Chris Kunyanban said the arrests were part of a wider crackdown led by the Immigration and Citizenship Authority (ICA) with support from police.
“A total of 46 Chinese nationals — 16 and another 30 — were caught at different locations outside Lae and have all left for Port Moresby,” Kunyanban said. “They will be processed, blacklisted, and deported according to the law.”
He said the group had fled Wau-Bulolo’s alluvial mining areas to avoid being caught.
“They used the cover of darkness and tried to escape from the joint operations team,” he said.
The arrests bring the total number of foreign nationals detained in Morobe Province this week to 151. Most were found working in mining areas while holding store or business work visas.
“They came with visas to work in stores but were found doing mining in Wau and Bulolo,” Kunyanban said.
He said the operation will continue to target anyone breaching immigration and labour laws.
“Our goal is to restore order and make sure everyone working in this country follows the law,” he said.

BAIM PRAISES OUT STATION COMMANDERS
Polling in the remote areas of Madang Province and even in semi- urban villages has reportedly progressed well in the past four days, even without the presence of police personnel.
In the Ambenob Local Level Government of Madang District, polling locations visited in the South Ambenob area by the Community Policing Unit of Madang police reported nil hiccups.
Although there were complaints raised by voters mainly about missing names on their respective common rolls, these were immediately addressed by the polling teams and members of the Community Policing Unit, who stood in to ensure polling was conducted smoothly.
Polling in almost all rural areas of the province has been progressing without police presence due to logistical issues.
Provincial Police Commander, Superintendent Robert Baim has, however, extended gratitude to all CPU members who are assisting during this difficult time.
He commended their invaluable contribution to the election process.
Superintendent Baim further stated that their presence at the polling locations have made a significant difference and urged them to continue into the counting period.
He said police officers are moving around in random locations just to make sure there are no major incidences that may jeopardize the polling process.
"I also commend our Rural Police Station Commanders & policemen & women throughout the province for tireless efforts put in to ensure smooth flow of the election process. Though minor incidents were reported, all seems good, and I encourage all to maintain throughout," said Superintendent Baim.
